Maritime Fishing License in Andalusia
To fish in the sea in Andalusia (from the shore, by boat, or free diving) you need the recreational maritime license from the Junta, which is obtained through the LIPE platform. It costs starting from about €9.52 per year. This is a different process from the river license.

The Modalities (Classes) of Maritime Fishing
Class 1 — from land/shore: the most common; fishing with a rod from the coast, jetties, beaches.
Class 2 — from a boat: for fishing from a recreational boat.
Class 3 — collective: from a boat (accredited with the seating sheet, sixth list).
Class 4 — underwater: free diving (without tanks). Special requirements below.
Underwater Fishing License in Andalusia
The free diving underwater fishing (Class 4) has its own requirements, established in Decree 361/2003:
Official medical report of fitness: a doctor declares "FIT" for recreational underwater fishing (Annex V, model 003737/A03).
Must be of legal age (18 years) and valid for 1 year.
Liability insurance and a signaling buoy are mandatory while fishing.
It is free diving (apnea): scuba tanks are not allowed in recreational underwater fishing.
How to Obtain the Maritime License in Andalusia (LIPE)
It is processed in LIPE, the Junta's platform for recreational maritime fishing (procedure code 114). Unlike the river license, here you are usually asked for a digital certificate or DNIe (there is also a way without a certificate by downloading the forms). You submit one application for each class you want, and it is valid for new, renewal, or duplicate.
Choose your modality (shore, boat, or underwater) and duration.

If it is underwater, have the official medical report (FIT) ready.
Pay the fee (model 046) and download your license.
The recreational maritime licenses usually have reciprocity among coastal communities, so your Andalusian license is valid for fishing in the sea of other Spanish coasts. Note: this is for the sea. For rivers in another community, you need their continental license (or the inter-autonomous license).
Red tuna, swordfish, and protected species
Some species of special protection require a separate catch authorization (Annex VI) and have quotas. For example, for red tuna, swordfish, marlins, needles, and sailfish, the general limit is 1 piece per license per day (maximum 4 per boat per day); red tuna in the Mediterranean has its own limits based on weight. Also, remember to respect the minimum sizes: it is prohibited to possess or land pieces below the legal size.
Official Regulations
Recreational maritime fishing in the inland waters of Andalusia is regulated by:
Decree 361/2003, of December 22 — regulates recreational maritime fishing in inland waters (classes, requirements, protected species).
Order of November 29, 2004 — develops the decree and approves the application forms.
Order of February 22, 2023 (BOJA No. 42) — updates the application and adds the forms for the underwater license (medical report) and species authorization.
The external waters are the responsibility of the State (Royal Decree 347/2011); the internal waters are the responsibility of the Junta de Andalucía.
