A single license for the three provinces

In the Basque Country, river fishing is managed by the Provincial Offices (Álava, Gipuzkoa, and Bizkaia), but there is a unique freshwater fishing license for the Basque Country: you obtain it at your provincial office and it is valid in the rivers and reservoirs of all three territories.

Note: permits for fishing spots and salmon stretches must be requested separately at each Provincial Office (per day and with limited spots). The license enables you; the fishing spot is an additional permit.
The Basque Country is NOT included in the inter-autonomous license 2026. That license (€25, 10 communities) does not include Euskadi. To fish outside, you will need the license from that community. See which communities are included.

How to obtain the freshwater fishing license for the Basque Country online

This is done online at your Provincial Office's website (in Gipuzkoa, through Nekagip), identifying yourself with a digital certificate or Cl@ve. You will receive it in PDF format.

Euskadi is home to trout and some of the few rivers with Atlantic salmon in Spain. Some of the best spots:
